The stories of the Mexican states of Baja California, and Jalisco show how a clear vision, combined with the right tools, can redefine the limits of what is possible in public education.

Baja California: Trust, training, and technology to build change

More than a decade ago, Baja California became the first state in Mexico to adopt Google for Education in its schools. The beginning was not easy: only 3% of teachers used the technology daily.

But the difference came with a new training strategy. The Ministry of Education promoted massive in-person and online training, with the principle of working alongside teachers rather than above them. This support changed perceptions and allowed tasks that previously took hours to be completed in minutes or with just "two clicks."

The project took shape when Google Workspace for Education evolved from a useful platform into a dynamic ecosystem for the classroom. Organization became more agile, collaboration became more fluid, and interaction transcended the physical boundaries of the school. With the arrival of Gemini for Education, Google's artificial intelligence assistant, the possibilities expanded even further. Today, teachers have an ally that helps them generate ideas, propose activities, and design dynamics tailored to the needs of each group.

Despite adopting this technology on a massive scale, Baja California did not stop seeking improvement. In March 2025, it deepened its commitment and became the first state in Mexico to officially invest in paid licenses for Google Workspace for Education Plus. Today, more than 162,000 students and hundreds of teachers from 480 public secondary schools use this technology every day, supported by more than 175,000 Education Plus licenses.

Jalisco: Where transformation begins with those who teach

What happens when technology, far from adding new tasks, frees up time for what really matters? In the state of Jalisco, Mexico, digital transformation entered the classroom thanks to teachers. They were the first to receive Google for Education technology, and from there, they drove a cultural change that now encompasses all levels, subjects, and entire school communities.

With more than 45,000 Google Chromebooks allocated to teaching teams—meaning that more than 90% of elementary and high school teachers now have one—teaching is now supported by a simple and powerful device that simplifies day-to-day management and frees up time for what matters most: teaching and mentoring.

The addition of “Aulas Google” —mobile carts that distribute the 32,000 Google Chromebooks allocated by the Ministry of Education to students in its public schools— changed the classroom dynamic.

With tools such as Google Workspace for Education and Google Classroom, and the integration of Gemini for Education, 1.3 million students can work simultaneously, participate in shared projects, and receive more agile and immediate feedback. At the same time, teachers can organize activities, review assignments and exams online, and promote collaborative dynamics that were previously difficult to sustain. Thus, learning ceased to be an individual task and became a personalized experience, in which each student finds their own pace.
